Event & Driver Description (no doxing please): Driver was going 20mph down louisburg rd and stopping at least 5-6 car lengths from the car in front of them because they were texting. They got on the highway and cut ppl off merging and then proceeded to go way under the speed limit with no one in front of them holding up traffic and swerving into other lanes. I got beside them multiple times and never once saw them look up their eyes stayed down on their phone.
