Driver threw food into my friend’s car then sped off

The offending driver was stopped at stoplight, I had the green light, he pulled out in front of me heading westbound making a right turn on Robinson St. I honked my horn as he turned into my lane cutting me off. I had to swerve into the next lane to miss a collision. He looked at my oncoming vehicle just before making the right turn cutting me off. I had my two kids in the car. My old was in the passenger seat and would have taken the brunt of the impact had we collided. The driver of the black Chevy Tahoe was a white male, 60s-70 years old. Gray-brown curly hair.

He retrieved something from his back seat then proceeded to be on his phone at a green turn light. Absolutely no reason for this person to be on the roads
